Non-Discriminatory Admissions Policy

Universitas Pelita Harapan (UPH) upholds a strong institutional commitment to non-discrimination and inclusivity, rooted in the foundational principles outlined in the 2016 UPH Statute. This commitment is formally reinforced through two key policies: the Regulation Against Discrimination at Universitas Pelita Harapan (No. 005B/R-UPH/I/2023) and the Circular Letter Regarding an Inclusive and Anti-Discriminatory Campus Environment (No. 005A/R-UPH/I/2023). Regarding admissions, specificially point a) in Circular Letter No. 005A/R-UPH/I/2023 and Rector Decree No. 081/SKR-UPH/V/2023 regarding Admission Requirements for Undergraduate, Applied Bachelor’s, and Three-Year Diploma Programs, further highlight that evaluation of admission is purely based on merit and remain inclusive.
Together, these regulations ensure that every aspect of academic, administrative, and employment practices at UPH is conducted without bias related to gender, religion, race, ethnicity, disability, or other personal attributes. Through these measures, UPH guarantees equal opportunities for all members of its academic community and fosters a respectful, diverse, and inclusive environment where every individual is valued and protected from discriminatory treatment.

Access to University Track Underrepresented Groups Applications
Universitas Pelita Harapan (UPH) is dedicated to ensuring equal access to higher education for students from underrepresented and disadvantaged backgrounds. The university offers a wide range of scholarships targeting students from ethnic minorities, low-income families, non-traditional education pathways, women, individuals with disabilities, and newly resettled refugees. Admission and scholarship applications are processed through the University Academic Information System, which securely manages and monitors demographic and socioeconomic data to ensure fairness and transparency throughout the selection process. UPH also systematically evaluates and tracks the representation of scholarship recipients, with particular attention to faculties such as Education and Nursing, where many students come from low-income households and receive full financial support. Detailed demographic data on these scholarship recipients are presented in the attached report, illustrating UPH’s active monitoring and commitment to maintaining inclusivity and equal opportunity across its academic programs.
Access to University Underrepresented Groups Recruit
Universitas Pelita Harapan (UPH) actively promotes inclusive access to higher education through targeted recruitment and scholarship programs designed to reach underrepresented and marginalized groups. The university recognizes that equitable education begins with opportunity, and therefore extends special initiatives to ensure that talented students—regardless of their social, economic, or geographic background—can pursue higher learning.
To achieve this, UPH implements a structured recruitment strategy that focuses on regions and communities often underrepresented in tertiary education. In the 2023/2024 Academic Year, UPH introduced the “Pemuda Hebat” scholarship, a special initiative aimed at students from remote and developing areas, such as Kupang, Toraja, and other rural regions across Indonesia. This scholarship provides regionally adjusted financial assistance, making quality higher education more accessible to students who face geographical and economic barriers.

Alongside this initiative, UPH also offers a variety of scholarship programs dedicated to supporting ethnic minorities, women, students with disabilities, and low-income families. Faculties such as the Faculty of Education and Nursing play a particularly significant role in this effort, as they host a large proportion of full-scholarship students from low-income households who aspire to serve their communities through teaching and healthcare.
Through these sustained outreach and scholarship programs, UPH reaffirms its mission to bridge educational disparities, cultivate diversity within its student body, and empower capable individuals from all walks of life to contribute meaningfully to society.

Anti-Discrimination Policy

University Diversity Officer
Universitas Pelita Harapan (UPH) is an institution founded on Christian faith and Christ-centered values, where mutual respect, compassion, and integrity form the foundation of campus life. To uphold these principles and ensure a safe, respectful, and ethical environment for all members of the academic community, UPH has established a strong ethical framework supported by formal university regulations.
This framework includes the Code of Ethics for UPH Employees (Rector’s Regulation No. 006/2023) and the Code of Ethics for UPH Students (Rector’s Decree No. 003.001/2023), which set clear standards for behavior, professionalism, and interpersonal respect. Additionally, UPH enforces a culture of mutual respect and discipline across classrooms and campus interactions, supported by the Anti-Violence Task Force for the Prevention and Handling of Sexual Violence (PPKS) under Rector’s Decree No. 160/SKR-UPH/XII/2022.
Furthermore, UPH has formalized two dedicated ethics bodies: the University Ethics Committee—established through Rector’s Decree No. 184A/SKR-UPH/IX/2024 on the Appointment of the Management of the Universitas Pelita Harapan Ethics Institution, and the Student Ethics Committee—formed under Rector’s Decree No. 115/SKR-UPH/VIII/2023 on the Establishment of the Universitas Pelita Harapan Student Ethics Committee for the 2023–2025 Term.
Although UPH does not have a designated “University Diversity Officer,” the roles and responsibilities of these committees, along with the existing codes of ethics, serve similar functions by promoting diversity, inclusivity, and equal treatment within the campus community. They actively discourage and prohibit any form of discrimination, ensuring that all individuals—students, faculty, and staff alike—are treated with fairness, dignity, and respect in accordance with UPH’s Christian values and institutional ethics.

Disability Accommodation Policy
Universitas Pelita Harapan (UPH) demonstrates its commitment to accessibility and inclusion for students and employees with disabilities through the Circular Letter Regarding an Inclusive and Anti-Discriminatory Campus Environment (No. 005A/R-UPH/I/2023). Specifically, points (b) and (c) of this circular mandate the university to develop programs and provide support systems that enable individuals with disabilities to participate fully in academic and professional activities.
Through this policy, UPH ensures that every member of its academic community—regardless of physical or cognitive limitations—can carry out their responsibilities and achieve their highest potential. The university’s approach includes facilitating accessible learning environments, adjusting classroom and examination settings when necessary, and promoting awareness among faculty and staff to foster empathy and understanding toward differently-abled individuals.
This inclusive framework not only aligns with national education standards but also reflects UPH’s core values of compassion, equality, and respect. Anti-Harassment Policy
Universitas Pelita Harapan (UPH) upholds a firm and proactive stance against all forms of harassment through the Rector’s Regulation No. 007 of 2023 on the Prevention and Handling of Sexual Violence within Universitas Pelita Harapan (Pencegahan dan Penanganan Kekerasan Seksual di Lingkungan Universitas Pelita Harapan). This regulation establishes a clear institutional framework to protect the dignity, safety, and well-being of every member of the university community.
As outlined in Article 5, point (d), the policy mandates the implementation of anti–sexual violence programs grounded in Pancasila, as well as in the Biblical values and the Vision and Mission of Universitas Pelita Harapan. These principles ensure that all prevention, response, and education initiatives are not only in line with national legal standards but also reflect UPH’s commitment to moral responsibility and ethical integrity.
In practice, UPH enforces a zero-tolerance approach to any form of harassment—whether physical, verbal, or psychological—by promoting awareness, providing education on respectful behavior, and maintaining clear reporting and response mechanisms. This commitment is further strengthened by the Regulation Against Discrimination at Universitas Pelita Harapan No. 005B/R-UPH/I/2023, which reinforces the university’s obligation to uphold equality, protect human dignity, and prevent discriminatory or abusive conduct in all academic and workplace settings. Together, these policies empower students, faculty, and staff to speak up against misconduct without fear of reprisal and cultivate a campus culture built on mutual respect, safety, and accountability.
